Russia New Visa Policy Shared Values Visa SVV Decree

Starting September 1, 2024, Russia will launch a new residency program aimed at attracting foreigners who share the country’s “traditional values.” The program, called the Shared Values Visa (SVV), will allow individuals to apply for residency without needing to pass Russian language history exams.

Russian President Vladimir Putin signed a decree on 19th August 2024 (Monday) approving this Russia’s New Residency Program – Shared Values Visa (SVV).

This move comes as part of Russia’s efforts to strengthen its traditional spiritual and moral values and attract individuals who disagree with what Russia describes as the “destructive neoliberal ideology” in their home countries.

Key Features of the Shared Values Visa Program

  1. Exemption from the Quota System: Applicants are not subject to the limited number of temporary residence permits available each year.
  2. No Exams: Foreigners applying through the SVV do not need to pass Russian language, history, or law tests.
  3. Country Eligibility: The list of eligible countries has yet to be published.
  4. Focus on Traditional Values: Applicants must demonstrate that they are relocating to Russia due to disagreements with their home country’s policies, particularly those that conflict with Russia’s traditional values.

Who Qualifies for the SVV?

To qualify for the SVV, applicants must express support for Russia’s traditional values, which the decree defines as respect for life, dignity, human rights, family, and spirituality over materialism.

Rumours are floating that this Visa is for the citizens of specific countries, but as mentioned, these are the rumours only. Final list of eligible countries is not yet decided by the Russian authorities.

Easier Path to Russian PR

Our experts on europeobserver.net believes that the SVV lowers many barriers to obtaining a temporary residence permit. In 2024, Russia issued only 10,595 temporary residence permits, so the SVV’s exemption from the quota system is seen as a significant change.

Moreover, the removal of the language, history and law tests will make it easier for foreigners to relocate to Russia and make their living in a country which protects their rights and values.

The SVV program is the latest in a series of conservative moves by the Russian government. In November 2023, Russia’s Supreme Court banned the “international LGBTQ public movement”. In July 2023, President Putin signed a decree banning gender reassignment surgeries.

  3. The announcement made by President Vladimir Putin seems like fresh air amid the stagnant and poverty-stricken circumstances of the people living in third-world countries. For example, in Pakistan, corruption has eroded the souls of the public to such a level that they are forced to commit fraud with each other, not because they want to but because they have been made to. Individual freedom is crushed to the core with full force and nobody seems to pay heed to logical arguments. Might is right. Those who have power and wealth are answerable to none. I have questioned myself about the religious teachings but have found no answers so far in my life. Nobody in power comes into power without being sworn in but nobody fears the consequences of breaking that oath.

In these circumstances, offer of work visa by the Russian government seems a ray of hope and sounds very nice. we will be very happy to go there so that our family and kids may feel secure economically and socially while living in Pakistan.
