Italy has confirmed the rules, quotas and timeline for Decreto Flussi 2026, the government program that regulates how many non-EU workers can enter the country for work.
The decree matters to employers facing labor shortages and to workers seeking legal jobs in Italy across agriculture, tourism, healthcare and manufacturing.
Decreto Flussi 2026: Who Can Apply and How Many Slots Are Available
Under the Decreto Flussi 2026–2028, Italy plans to admit 164,850 foreign workers in 2026. Of these, 88,000 places are reserved for seasonal jobs in Italy 2026, mainly in agriculture and tourism.
Another non-seasonal quota covers manufacturing, construction, transport, retail, health care and family assistance, reflecting long term labor needs.
The decree also allows 13,600 non-seasonal workers in family and health care, plus 650 self-employed professionals, including entrepreneurs and freelancers. Separate quotas apply to workers from countries with migration cooperation agreements and to recognized refugees or stateless persons.
Application Dates: Crucial Click Days You Should Know
Employers and authorized professionals have already pre filled applications online using the Ministry’s Services Portal. But pre filling is not the application submission. Final submissions begin on official click days: 12 January 2026 for agricultural seasonal work, 9 February for tourism, and mid-February for non-seasonal jobs in Italy.
Employers must apply for seasonal and employed work, while individuals apply for self-employment or permit conversions. Approved applicants receive a nulla osta, valid for six months, to request a visa and then a residence permit.
